Space in South-East Asia (SpiSEA) Series

SpiSEA is a series of webinars to educate and raise awareness on space, space-based services and the benefits that they bring to humankind. 

Space assets and their applications significantly impact society by contributing to global GDP and covers around 40% of the SDG targets. They are indispensable for gathering data on the majority of Essential Climate Variables (ECVs) and are critical to managing disasters at all levels. Innovation drives new downstream applications and services across a wide range of sectors. Yet, billions of people still do not have access to these benefits.

This webinar aims to propel discussions towards bridging the space divide – to build up knowledge, opportunities, and access to space and its services, particularly across the Asia Pacific region.

Your Speakers

Chris Leck, Deputy Executive Director, Office for Space Technology & Industry (OSTin) in Singapore

Chris Leck is the Deputy Executive Director of Singapore’s national space office, the Office for Space Technology & Industry (OSTIn). 

Chris has served in the Singapore Public Service for some 20 years, and his past roles include:

  • Deputy Group Director, Technology & Industry Development Group, Land Transport Authority
  • Director, Futures & Transformation Division, Ministry of Transport
  • Director for Strategic & Political-Military Planning and Director for International Relations (Americas, Europe, Middle East & Africa), Ministry of Defence
  • Head, Planning & Management Information Unit, Agency for Science, Technology & Research
  • First Secretary, Permanent Mission of Singapore to the United Nations in New York  

Chris graduated from the London School of Economics with a bachelor’s degree in government & economics, and he also has master’s degrees in international relations and international law from Columbia University, the Australian National University and Tel Aviv University.

Gay Jane P. Perez (Dr.), Deputy Director General for Space Science and Technology (DDG-SST) at the Philippine Space Agency (PhilSA)

Dr. Perez serves as the Deputy Director General for Space Science and Technology (DDG-SST) at the Philippine Space Agency (PhilSA). She is also an Associate Professor and Scientist II at the Institute of Environmental Science and Meteorology of the University of the Philippines Diliman. 

Prior to her appointment at PhilSA, Dr. Perez has led various programs on satellite development in the Philippines as well as other projects that utilized satellite and remotely sensed data for environmental applications and climate studies. Dr. Perez is a recipient of The Outstanding Women in the Nation’s Service (TOWNS) Award (2019) and is the first Filipino woman to receive the ASEAN-US Science Prize for Women (2018).

She was a postdoctoral fellow at the NASA Goddard Space Flight Center (2010-2011), and also a graduate of the National Institute of Physics at the University of the Philippines Diliman, from which she received Bachelor of Science (2003), Master of Science (2005), and Doctor of Philosophy in Physics (2009).

Noordin Ahmad (Dr.), Principal Consultant of IntecX Creation & Former Director General, National Space Agency of Malaysia

Dr. Noordin Ahmad served as the Director General of the National Space Agency of Malaysia MYSA (formerly known as ANGKASA) until 2018.

He currently holds the position as the Principal of IntecX Creation Sdn Bhd. Dr Noordin obtained his Geomatics degree from University of Melbourne, Australia in 1984 and PhD in GPS Positioning from University of Newcastle, UK in 1988.

He is also an adjunct lecturer at the Faculty of Engineering, Universiti Putra Malaysia (UTM) since 1998 with more than 50 journal papers and has supervised more than 30 research graduates.

Noordin is actively involved in the Geospatial sector and members of several technical committees on GNSS and GIS both locally and at regional level. He has won several prestigious awards and competitions at international level such as British High Commissioner Award, Asia Geospatial Excellence Award and Gold award for inventions at several international events at Geneva (Switzerland), Nuremburg (Germany), Manila (Philippines) and Madrid (Spain).
